Fix run on mac by default to fp32 and pin more upstream deps so less surprises

Mac stopped working today after a fresh docker build Was able to solve the issue. Changes have been pulled into this pr again. Tested on mac and x86 ubuntu again. |

Docker for PocketTTS.cpp. Tested on:
On Raspberry Pi 5 I got a real time factor of 1.64 (faster than realtime) after the first request warms the caches
This is enough to work for realtime audio with no choppy audio
Raspberry Pi was my goal and so I'm happy 😄
